Yep, the vulva includes all external genitalia (so the labia, clitoris, urethral opening, and vaginal opening) but not the vagina itself. Pubic area works too though, since you might not necessarily say you shaved your whole vulva.

Also the mons pubis is the main part where the pubic hair is, although pubic hair also grows on the labia majora (the outside labia)
